He stated he has been complaining <br /> 49 about this property for three years and has seen no improvement . <br /> 50 <br /> 51 The City Manager noted that this property is owned by American <br /> 52 Monarch . This company has recently filed for bankruptcy. He noted <br /> that the City will have to -formally request this company to clean <br /> up the area. If they do not comply, then the City can do the clean <br />
