:- (10) Where a ground sign plan is submitted, the plan must include <br /> • the location of the sign in relation to the lot lines and the <br /> building height, including any difference from the established <br /> grade, size, color, lighting and hours of illumination. <br /> Subd. 4. Permit Issuance. <br /> (1) . Each application must be reviewed for compliance by the City <br /> Manager or the Manager's designee. <br /> (2) If the proposed sign complies with this Chapter, a permit will be <br /> issued within 30 days after the application date. <br /> (3) A sign permit will become null and void if the work for which <br /> the permit was issued has not been completed within one year of <br /> its issuance, or renewed. Application for renewal will consist of <br /> the same procedures as the initial application for permit, <br /> including payment of any fee. <br /> Subd. 5. Shopping Centers/Strip Mall Comprehensive Sign Plan. A <br /> comprehensive plan must be provided for the whole of a shopping <br /> center development. This plan includes the location, size, height, <br /> color, lighting and orientation of all signs, and must be submitted for <br /> preliminary plan approval. when a comprehensive plan is presented, <br /> exceptions to the regulations of this Chapter may be permitted in the <br /> sign areas and densities for the plan as a whole are in conformity with <br /> the intent of this Chapter and if such exception results in an improved <br /> relationship between the various parts of the plan as determined by the <br /> Council. Comprehensive Sign Plans will be reviewed by the City <br /> Planning Commission who will forward a recommendation to the <br /> Council on the appropriateness of the proposed plan. <br /> 1400.10 Ground Signs. Are permitted in all districts, subject to the following: <br /> Subd. 1. Permit Application. A permit is applied for in accordance with <br /> Subsection 1400.09. <br /> Subd. 2. Height: <br /> (1) The total height of the sign does not exceed 5 feet in height, oKQ"t as- <br /> (2) The berming of a sign location will be considered in the height of a <br /> sign if the berm is more than 3 feet in height. <br />
