Planning Commission Regular Meeting Minutes <br /> September 20, 1994 <br /> Page 2 • <br /> 1 <br /> 2 Chair Gondorchin asked the Commissioners if they had any questions of staff. <br /> 3 Commissioner Franzese noted that she was not comfortable with the wording of the <br /> 4 ordinance as written. She suggested the ordinance would be clearer if the exception to <br /> 5 the 6 foot fence was listed at the end of the first sentence of Section 2, Subd. 3. <br /> 6 Commissioner Makowske asked if there were other cases that may not be covered under <br /> 7 this ordinance that should be incorporated. City Manager Morrison stated that this <br /> 8 ordinance should cover most cases and suggested new issues be addressed as they arise. <br /> 9 Dr. David M. Ferguson, 3101 Bell Lane, expressed concern on how this ordinance would <br /> 10 affect other residents living on corner lots and that it not remove anyone's ability to have <br /> 11 privacy. Commissioner Makowske reviewed situations that this ordinance will address. <br /> 12 Commissioner Franzese read the Ordinance section which addresses the height of deck <br /> 13 fences and raised deck fences. Dr. Ferguson stated he hopes the Planning Commission <br /> 14 will consider variance requests for corner lots with steep grades to assure privacy fences <br /> 15 provide privacy. <br /> 16 Chair Gondorchin closed the public hearing at 7:16 P.M. <br /> 17 Motion by Franzese, second by Horst to recommend Council approval of an • <br /> 18 amendment to the City's current ordinance relating to corner lots, amending Section <br /> 19 1605.01 by adding Subd. 80 and Subd. 82; and relating to fences, amending section <br /> 20 1320.03, Subd. 3 as presented. <br /> 21 Commissioner Franzese requested that the City Attorney review the language and <br /> 22 placement of the final sentence in Section 2, Subd. 3. <br /> 23 Motion carried unanimously. <br /> 24 B. Ordinance amendment relating to ground signs. <br /> 25 At 7:20 P.M., Chair Gondorchin opened the Public Hearing for an ordinance amendment <br /> 26 which would change the definition of ground signs to assure landscaping. The height of <br /> 27 ground signs would be increased from 5 feet to 8 feet; the surface area of signs having <br /> 28 one surface is increased from 20 to 34 square feet: the surface area of signs having two <br /> 29 copy surfaces is increased from 32 to 68 square feet; and, buildings with two or more <br /> 30 businesses are allowed 2 or more copy surfaces to total 80 square feet. The provisions of <br /> 31 the sign ordinance relating to bonuses will be removed. <br /> 32 Cindy Schulte, Imaginality, Inc. expressed her approval of the proposed ordinance <br /> 33 amendment and shared a photograph of a proposed sign for a St. Anthony business that <br /> 34 complies with the ordinance amendment. <br />
