APPROVAL OF DECEMBER 17, 1996 PLANNING CO SjON AWENbA. <br /> 13 Motion by Bergstrom, seconded by ls&kowske, to approve the Plafthitg Coinmissidh Agenda for <br /> 14 December 17 with the following change. <br /> 15 Remove Agenda Item V.Designate Planning Commission Representativeto January 14, 1997 <br /> 16 City Council Meeting. This item was removed as there are no public Rearings scheduled Coir the <br /> 17 December. 17, 1996 Planning Commission Meeting which will require a report. <br /> 18 Motion carried unanimously. <br /> 19 1V. APPROVAL OF TUX NOVEMBER 199 1996 PLANNING COMMISSION MEETING <br /> 20 NIINUTES. <br /> 21 Motion by Franzese, seconded by Horst,to approve the November 19, 1996 Planning <br /> 22 Commission Meeting minutes as presented. <br /> - 23 - Motion carried unanimousiv. <br /> 24 VL PUBLIC HEARINGS -None. <br /> 25 VXL OTHERBUSINESS. <br /> 26 A. Sigg Ordinance Review, <br /> 27 1. Ground Signs. <br /> 28 Chair Bergstrom noted the memorandum from Mauagem6t Assistant IdM Moore-Sykes, dated <br /> 29 December 17, 1996,which was included 16 the Cormrmissidner`'s packet. it earplained that in <br /> 30 reviewing the Sign Ordinance regarding gtoinid signs, Staff found that ground signs are allowed <br /> 31 in "all districts", including R-1 (Chapter 14, Soctiori 1400.10). Staff does not feel it was the <br /> 32 intent of the Ordinance to allow ground signs in residential districts as well as commercial <br /> 33 districts, especially since the City Code does not allow in-home businesses, except those State <br /> 34 licensed facilities permitted under Minnesota Statutes, Section 462.357, Subd. 7 and includes <br /> 35 licensed day care and licensed residential facility. <br /> 36 Commissioner Frahzese stated she felt ground signs should not be allowed in residential areas of <br />
