City Council Regular Meeting Minutes <br /> April 8, 1997 <br /> Page 4 <br /> 1 5. Warren Rolek/Dan Solar Meeting - April 4, 1997. <br /> 2 Morrison reported this meeting was to discuss the safety options on 37th Avenue. <br /> 3 Warren Rolek will be drafting a letter describing the situation and Engineer Dan Solar <br /> 4 of Ramsey County will recommend a plan for safety in the area. <br /> 5 6. BRW Park Meeting - April 8, 1997 <br /> 6 Morrison noted he had met with BRW in regard to the Park Plan. There is another <br /> 7 meeting scheduled next week with the Sports Boosters, School Board and Community <br /> 8 Services to discuss the costs. BRW may be present at the April 22, 1997 Council <br /> 9 Meeting to present information to the Council. <br /> 10 7. Gratis Construction Meeting - April, 8, 1997 <br /> 11 Morrison reported this meeting was to discuss punch lists items yet to be completed <br /> 12 including the parking lot and landscaping. He noted there is no smoke alarm in the <br /> 13 storage room and this is required by code. Also the contractor needs to return to <br /> 14 finish the sidewalk. Larry Hamer will negotiate with the sidewalk contractor to <br /> 15 continue the sidewalk to the gym door entrance for the Sports Boosters. Morrison <br /> 16 noted the timing of the finishing of the pavement in the parking lot will be critical. <br /> 17 He is currently working closely with Community Services to coordinate this. <br /> 1-8 Mayor Ranallo questioned a letter received about the gym floor. <br /> 19 Morrison reported the humidity should cause the spacers under the gym floor to close. <br /> 20 There may be a problem with this but the floor is under warranty and Gratis and <br /> 21 Williams O'Brien have acknowledged the problem and will monitor it. <br /> 22 8. Domino's Pizza Building Meeting - April 8, 1997 <br /> 23 39th and Stinson Pizza Hut Update - April 7, 1997, <br /> 24 Morrison reported he had met with a representative of Apache Squares which was built <br /> 25 in 1990 and is now 100% occupied. In 1992-93, the representative had approached <br /> 26 the Council due to a difficulty in marketing retail for the site. At that time, the <br /> 27 Council allowed him to have retail in the front of the building with warehouse in the <br /> 28 back. Morrison stated he had found documentation to 'support this fact and has given <br /> 29 the representative authorization to continue this as long as he continues to meet the <br /> 30 conditions. Morrison also noted the property value of this site has decreased <br /> 31 substantially. <br /> 32 Morrison reported, the owner of the mall at 39th and Stinson has purchased the Pizza <br /> 33 Hut building and intends to extend the mall to include two more retail stores and <br /> 34 adjoin with the Pizza Hut building.where a sit down Italian restaurant will be <br /> 35 considered. Morrison noted there are some questions with regard to parking <br /> 36 requirements. The current ordinance would require a fast food restaurant to meet three <br /> 37 conditions: 1 parking stall for each 50 square feet of area, 1 parking stall for each 3 <br /> 38 seats, and 1 parking stall for each employee on the longest shift.
