Planning Commission Regular Meeting Minutes <br /> December 16, 1997 <br /> Page 10 <br /> 1 Motion by Commissioner Makowske, seconded by Commissioner Horst, to recommend denial <br /> 2 of the sign variance to install two monuments signs on the property and the second variance <br /> 3 in regard to the size of the monument signs for Stop `N Go Service Station, 2400 - 37th <br /> 4 Avenue N.E., due to the lack of the ability to establish a hardship. <br /> 5 Voting on the motion: Commissioners Franzese, Gondorchin, Horst, and Makowske voted aye. <br /> 6 Commissioners Bergstrom and Thompson voted naye. <br /> 7 Motion carried. <br /> 8 Commissioner Franzese stated that she would like to change her vote to a naye. <br /> 9 VII. CONCEPT REVIEW. <br /> 10 1. Sideyard Setback Variance Request- Seviola Construction. <br /> 11 Ms. Moore-Sykes reported that City Staff has received a sideyard setback variance request for <br /> 12 the Smart Shop on 33rd and Stinson. There is currently an area on the site which is used to <br /> 13 store recyclables such as milk cartons. The owner would like to enclose this area. The <br /> 14 principle structure is currently located 12 feet from the property line and the addition would <br /> 15 be 6 feet from the property line. The addition would include a door and a roof and would <br /> 16 allow for the storage of materials which are quite unsightly and produce an unpleasant odor in. <br /> 17 the summer. <br /> 18 Commissioner Franzese asked if the entire area would be enclosed. <br /> 19 Mr. Seviola, Seviola Construction, stated the area currently is partially enclosed and the <br /> 20 addition would result in complete enclosure with the inclusion of a roof. The area would be <br /> 21 used for storage of milk cartons and trash. An eight-foot door will be included so the trash <br /> 22 containers can be moved inside. The materials are currently being stored outside and have <br /> 23 been subject to a large amount of vandalism. The exterior of the addition will match the <br /> 24 existing structure and will remove an eyesore from the neighborhood. <br /> 25 Commissioner Horst confirmed that the existing structure is located within the sideyard <br /> 26 setback. <br /> 27 Ms. Moore-Sykes confirmed that the setback is 15 feet and the building is located 3 feet into <br /> 28 the setback. <br /> 29 Commissioner Makowske encouraged Mr. Seviola to be prepared to address the hardship <br /> 30 issue. <br /> 31 Mr. Seviola stated the hardship is the vandalism which occurs when this material is stored <br /> 32 outdoors. This is a public safety issue. <br /> 33 Commissioner Gondorchin stated this appeared to be a good improvement based on the public <br /> 34 safety, public nuisance issue. He expressed his appreciation to Mr. Seviola. <br />
