Cavanaugh stated he believed this dialogue regarding the budget 6 was a healthy and necessary debate. 7 Mr. Nelson questioned the police budget statement for Falcon Heights and Lauderdale from the 8 budget document, stating there were no revenues listed. Mr. Mornson clarified the revenues 9 are listed under Intergovernmental Revenue. 10 Mr. Nelson questioned whether there are other sources of intergovernmental revenue, and if so 11 why they are not itemized separate. -He pointed out the difficulty of determining specific 12 revenues based on those figures. Mr. Mornson stated all sources are included on that page. 13 Cavanaugh stated he has made numerous requests for intergovernmental revenue itemization 14 from the City to no avail. 15 Mr. Nelson asked whether the City intends to hire community services officers on grant, and 16 whether, according to past practices, the officers will remain on payroll if the grant expires. 17 Mayor Ranallo stated the city,has never had community services officers before. Mr..Nelson 18 asked whether other communities have set precedence. 19 Mayor Ranallo stated this is a Federal program initiated by President Clinton to provide funds 20 for community-oriented police programs to put more officers on the streets. 21 Mr. Nelson asked whether the City would be hiring community service officers if no grant 22 were available. Faust confirmed that St. Anthony is one of the few communities in the 23 metropolitan area which does not employ these officers. He added they provide an important 24 function, carrying out administrative and liaison duties without carrying a weapon, and keeping 25 uniformed officers on the streets. He stated the community service officers will be an asset to 26 the community. 27 Cavanaugh stated the more questionable issue is the two police officers recently hired to work 28 on special projects: 29 Motion by Faust, second by Ranallo to approve Resolution 98-070, setting the 1999 proposed 30 tax levy and budget. 31 Motion carried unanimously. 32 X.
