City Council Regular Meeting Minutes <br /> September 22, 1998 <br /> Page 5 <br /> 1 currently working on parks designs for the City; and the other from Dick Krier, RLK, who <br /> 2 has worked on,planning projects for the City in the past. <br /> 3. <br /> 4 Mr. Bergstrom stated the Planning Commission had reviewed both proposals and decided <br /> 5 to recommend Mr. Krier to the City Council. He added Mr. Krier's approach is <br /> 6 straightforward and simple; he proposes the City Council and Planning Commission spend <br /> 7 one evening together with Mr. Krier, and arrive at a consensus. <br /> 8 <br /> 9 Mr. Bergstrom stated he contacted the City of Farmington, whom Mr. Krier had <br /> 10 referenced as one of his previous clients, and he was highly recommended based on their <br /> 11 experiences with him. <br /> 12 <br /> 13 Marks asked whether Mr. Krier had spoken of work he had previously done for St. <br /> 14 Anthony. Mr. Bergstrom confirmed he had mentioned his experience with St. Anthony <br /> 15 but had not been specific. Marks stated Mr. Krier had been involved in an economic. <br /> 16 development study for St. Anthony during which Mr. Krier was a tremendous help to City <br /> 17 staff in understanding financing options. <br /> 18 <br /> 19 Mr. Bergstrom stated Mr. Krier had referenced his development experience over the <br /> 20 course of his 30-year career, both as a member of a planning firm and as an independent <br /> 21 consultant. <br /> 22 Cavanaugh questioned whether the Council could meet with Mr. Krier before November <br /> 23 5. Mr. Mornson stated Mr. Krier was unable to meet before that date. <br /> 24 <br /> 25 Mayor Ranallo stressed the importance of involving the President of the Merchant's <br /> 26 Association as well as a representative from the shopping center. Mr. Mornson stated Mr. <br /> 27 Krier prefers a 6:30 - 9:00 P.M. time slot. Thuesen stated he would mention the issue at <br /> 28 the next Merchant's Association meeting which he is scheduled to attend on October 7. <br /> 29 Motion by Cavanaugh, second by Faust to approve award of contract to Mr. Richard <br /> 30 Krier, RLK, to conduct redevelopment proposal for St. Anthony Shopping Center. <br /> 31 Motion carried unanimously. <br /> 32 <br /> 33 2. Review of storm water ordinance. <br /> 34 Mr. Bergstrom reviewed the Planning Commission's draft memo containing recommended <br /> 35 changes to Draft Ordinance 1998-010 regarding Storm Water Management Practices. He <br /> 36 stated the Metropolitan Council had presented a model ordinance to the City as a guide, <br /> 37 but does not require its adoption. He added the Planning Commission believes the <br /> 38 ordinance should be revised to encompass two classifications: 1) single homeowners and <br /> 39 2) large scale residential development. <br /> 40 <br />
