MEMORANDUM <br /> DATE: November 30, 1998 <br /> TO:, St. Anthony Planning Commission Members. <br /> FROM: Michael Mornson, City Manager <br /> ITEM: STORM WATER MANAGEMENT ORDINANCE <br /> The City Council is continuing to review the Storm Water Management ordinance because <br /> several concerns about the ordinance as proposed have come to light. The Council would like <br /> the Planning Commission to review the ordinance, with suggested changes, at their December <br /> 15, 1998 meeting. The Council will continue to.review the ordinance at their January 5 Work <br /> Session. The Council will then hold the second reading at their January 12, 1999 meeting and <br /> the third reading at their January 26, 1999 meeting: <br /> Following are the changes: <br /> Section 1675.05, Subd. 1 <br /> The first sentence will read as follows: "Every applicant for a building permit, <br /> subdivision approval, or a permit in the Commercial, Industrial, R-3 and R-4 Zoning <br /> Districts of the City must submit a Storm Water Management Plan to the Public Works <br /> Director.", deleting "which disturbs three or more acres of land or for projects required <br /> by the public Works Director which disturb less than three acres of land". <br /> Section 1675.05, Subd. 2 <br /> Delete "(a) _ <br /> Section 1675.05, Subd. 2 <br /> Change (b) to (a); (c) to (b); (d),to (c) and delete ..."before the effective date of this <br /> Section."; and, (e) to (d) and delete ...."only"...., and add ..."when it is over one acre <br /> in size." <br /> Section 1675.08, Subd. 6 (c) (2) <br /> Delete "10" and replace with "3" .... <br /> Section 1675.08, Subd. 6 (d) <br /> Delete "Any soil or dirt storage piles containing more than 10 cubic yards of material <br /> should not be located with a downslope drainage length of less than 25 feet from the toe. <br /> of the pile to a roadway drainage channel.". <br />
