He felt that, with winter approaching, time.was of the essence in resolving <br /> 3 those problems. <br /> 4 Thuesen offered that most of the alleys needed corrective work. Cavanaugh mentioned <br /> 5 discontent that the construction workers were tossing discarded asphalt pieces into the planters <br /> 6 along the retaining walls by the alleys. <br /> 7 XI.
