MEMORANDUM
DATE: 04/10/02 MEETING DATE: 04/16/02
TO: Planning Commission Members
FROM: Susan Henry, Assistant City Manager 44f—
SUBJECT: Culvers Restaurant- Preliminary Plan Review
Requested Action:
Review the preliminary site plan and concept for Culvers Restaurant.
Background:
The City has been working on an agreement with the owners of Culvers Restaurant
Vadnais Heights to develop the former Hardees site, now city-owned, at 4004 Silver
Lake Road into a Culvers Restaurant for St. Anthony. Culvers representatives have
been negotiating with Exhaust Pros for their site at 4002 Silver Lake Road. Their plan is
to eventually combine the two parcels into one once they close on the Exhaust Pros
property in mid May.
According to the Culvers representatives, the plan is to have the former Hardees site be
where the Culvers Restaurant building resides, while parking would be on the Exhaust
Pros site. The restaurant seating is planned for 120 .people. The proposed hours of
operation are from 10:30 a.m. until 10:30 p.m.
Culvers representatives are aware of the Northwest Quadrant Redevelopment Plan and
have been in communication with Len Pratt. Both.parties agree it is imperative to tie the
new Culvers Restaurant to the redevelopment area.
At this point, Culvers representatives want to share their preliminary plans for the 4000
Block of Silver Lake Road with the Planning Commission on April 16. Culvers
representatives are planning to be back to the May or June Planning Commission
meeting with final development plans and the public hearing.
Attachments:
• Preliminary Site Plan
• Menu
