Land Acquisition <br /> Sue Henry has set a meeting with Quest Real Estate, owner of the Apache Medical Building. <br /> The owners have requested an opportunity to discuss participation in the redevelopment. <br /> Pratt-Ordway met with US Banks on Thursday, March 18 to begin discussion on acquisition. <br /> Pratt-Ordway will be developing a status report for the required acquisitions within the <br /> project area. <br /> Project Funding <br /> Mayor Hodson has established a good working relationship with Metropolitan Council <br /> Chair, Ted Mondale. The St. Anthony project appears to meet the general criteria <br /> established for funding through the Metropolitan Council's Livable Communities <br /> Demonstration Account(LCDA) funds. Communities including St. Louis Park, Burnsville <br /> and Falcon Heights have received funding under this program. It is anticipated that the City <br /> would apply for LCDA funds in the next funding cycle, July 2002. DSU is already beginning <br /> to draft documents for the application. Other potential funding sources include the Tax Base <br /> Revitalization Grant for asbestos removal, Rice Creek innovative surface water grants and <br /> transit funding. The Project Team will also meet with Ted Grindal from Lockridge, Grindal <br /> and Nauen, to discuss other funding sources including federal demonstration funding for <br /> transit initiatives. <br /> Tax Increment Financing <br /> Given the likelihood that tax increment financing(TIF) assistance will be requested by the <br /> developer, Ehlers recommends that St. Anthony initiate an assessment to determine if the <br /> site would qualify as a"Redevelopment" district as permitted by State Law. The first step in <br /> that process is an inspection of properties that may be included within the district. An <br /> inspection was conducted as part of the Hillcrest proposal. Jerry Gilligan and Ehlers will <br /> review the previous inspection reports to determine if this inspection can be updated and <br /> used for the Pratt-Ordway development. <br /> Project Design/Land Use Approvals <br /> DSU will be coordinating development of design standards to assure the consistency with <br /> community standards developed during the planning stages. Land use reviews will be <br /> coordinated with the Planning Commission in the same manner as other development <br /> reviews. <br /> Project Components <br /> Pratt-Ordway is researching several value added project components including high tech <br /> communication access, energy conservation designs and transit-orientated design. The City <br /> will be requesting interest from appropriate agencies regarding the potential of a joint library <br /> facility for the site. <br /> tt.Anthony Redevelopment Update—Ehlers&Associates <br />
