Hall, Assistant City Manager, l ' <br /> SUBJECT: Concept Review of Stonehouse Redevelopment <br /> Requested Action: <br /> The City has entered into a predevelopment agreement with Amcon Construction to <br /> redevelop the corner of Kenzie Terrace and Highway 88, also known as the Stonehouse <br /> corner. Amcon has submitted preliminary site and building plans for review (see <br /> attached). On June 17, Amcon will be present for Planning Commissioners to comment <br /> and ask questions of the preliminary site and building plans. Amcon will likely return to <br /> the Planning Commission on July 15 for related public hearing requests with final plans. <br /> Background: <br /> Redevelopment plans show 26,000 square feet of retail in two buildings (20,000 sq/ft in <br /> the retail portion and 6,000 sq/ft for the restaurant pad). The site area is 2.39 acres. The <br /> two buildings will include a new municipal liquor store and a new sports bar/restaurant <br /> as well as other tenants. One building would be located on the northern portion of the <br /> property, located at the corner of Kenzie Terrace and Highway 88, and the other new <br /> building would be situated where the existing strip center (see site and building plans <br /> attached). It is anticipated construction at the Stonehouse site will begin in September <br /> 2003 and be completed in March 2004. <br /> Amcon is in the process of reviewing the City's commercial zoning code. At this point, it <br /> is known that Amcon will be requesting two conditional use permits, one for the <br /> restaurant, as restaurants located less than 250 feet from a residential structure or <br /> district is a permitted conditional use in commercial districts, and one for the on-sale <br /> liquor store which is also a permitted conditional use in a commercial zoning district. <br /> According to Amcon representatives, it is likely various variances will be necessary. As a <br /> backdrop it is helpful to know that when looking at the site map, Amcon is considering <br /> the restaurant corner to the north to be the front yard and the behind the retail center <br /> and the liquor store to the south to be the rear yard. At this point, Amcon says they will <br /> be looking-for one variance for the rear yard setback and two variances for the front <br /> yard setback. Amcon Construction has prepared a memorandum (see attached) related <br /> to the preliminary site and building plans. They will be highlighting these in more detail at <br /> the Planning Commission meeting on June 17. <br /> Regarding parking requirements for the restaurant, the amount of parking needed must <br /> be no less than the total designed seating capacity of the structure divided by 2.5, plus <br /> one parking space for each employee on the largest shift. The developer says the <br /> design of the restaurant has yet to be determined, so the numbers of seats are unknown <br /> at this time. The developer currently shows 40 stalls for the restaurant. Regarding the <br /> retail component, there must be at least one parking space for every 300 square feet of <br />
