CITY OF ST. ANTHONY VILLAGE <br /> RESOLUTION 03 -081 <br /> A RESOLUTION RELATING TO THE NORTHWEST QUADRANT <br /> REDEVELOPMENT PROJECT,APPROVING THE PRELIMINARY <br /> DEVELOPMENT PLAN AND THE PRELRAINARY DEVELOPMENT <br /> PLAT FOR THE ENTIRE PROJECT AREA AND THE FINAL <br /> DEVELOPMENT PLAN AND FINAL PLAT FOR THE RETAIL AREA <br /> WHEREAS, in August, 2003,Apache Redevelopment,LLC, submitted a Planned Unit Development <br /> (PUD) application to the City and consultants Dahlgren Shardlow and Uban(DSU); and <br /> WHEREAS, after review, said application was found to be complete (see attached DSU document <br /> dated August 28, 2003); and <br /> WHEREAS, on September 16, 2003,the St. Anthony Planning Commission held a public hearing on <br /> the preliminary development plan and preliminary plat for the entire project area and the <br /> final development plan and final plat for the retail portion of the Northwest Quadrant <br /> area; and <br /> WHEREAS, the following conditions and findings were presented to the Planning Commission by <br /> DSU(document dated September 8, 2003 attached hereto): <br /> Findings of Fact: <br /> 1. Consistency with the Comprehensive Plan <br /> The proposed PUD is consistent with the City's Comprehensive Plan. The Comprehensive Plan <br /> identifies the Apache Plaza area as a commercial redevelopment opportunity and states that the <br /> City desires to take an active role in guiding its design. The Comprehensive Plan includes a <br /> Commercial Mixed Use land use plan category, which is applied to all property in the PUD <br /> area. This designation allows for retail uses as well as light industrial, office, warehouse, and <br /> residential uses and maintains the maximum amount of flexibility that an outmoded site such as <br /> Apache Plaza requires for redevelopment. <br /> 2. Consistency with Zoning <br /> The subject property is currently zoned Commercial. The application for PUD approval requests <br /> a change in zoning from Commercial to a PUD District. At the most basic level, the <br /> Comprehensive Plan designates commercial mixed use, so the PUD zoning provides the means <br /> by which to approve the mixed use. The Planned Unit Development section of the Zoning <br /> Ordinance allows for the implementation of a flexible development program, including the <br /> following aspects: <br /> a. Variety: Within a comprehensive site design concept, a mixture of land uses, housing <br /> types and densities. <br />
