Planning Commission Meeting Minutes
January 20, 2004
Page 5
Commissioner Young asked Mr. Shanna how many deliveries they receive each day. Mr. Shanna
reviewed the delivery schedule with the Commission noting that on an average they receive one
to two deliveries per day.

Chair closed the Public Hearing at 7:37 p.m.

Commissioner Tillman expressed concerns regarding the location of the parking spaces and the
closeness to residential areas. She asked if the proposed parking were five legitimate spaces.
City Manager Morrison explained that the City Code is silent in terms of the spaces closest to the
residential area and reviewed with the Commission.

Commissioner Tillman expressed concerns stating that the area can get extremely congested
during certain times of the day adding that some spaces would not be accessible at all times. She
asked if the Commission is responsible for deciding on the number of required spaces. City
Manager Momson explained that approval of the request would include determining the number
of required spaces.

Commissioner Hoska stated that the center area would have to be striped off. Mr..Madsen
confirmed noting that it would also include `No Parking' signs.

Commissioner Tillman stated that there is not enough room on this lot and the parking shows
.22 this. She stated that she is concerned about limiting the Sharma's from expanding their business
adding that she does not see where they have met the requirements of the variances. She
indicated that she also has concerns regarding the full five parking spaces.

Vice Chair Hanson stated that the only way they could expand is to place the two pumps in the
grassy area along Stinson. He suggested a curb cut on the northeast corner to accommodate the
delivery vehicles that would provide access via 33`d. He stated that he could not agree to the
variance request at this time.

Commissioner Hoska referenced the placement of the two fuel stations and suggested placing
them to the east of the existing canopy and create a single lane down the center. He stated that by
doing this they would not incur the setback. He stated that the parking is a real issue and concern
and suggested reducing the proposal to six pumps versus the suggested eight.

Chair Stromgren agreed stating that parking is a real issue. He indicated that he was in
agreement with Staff s interpretation adding that this is not just a gas station, but also a
retail/mercantile business. He stated that the parking allowance applies and that they cannot
count the spaces at the pump as parking. He referenced the lighting stating that City Code allows
1-foot candles from the property line. He stated that the existing conditions exceed the code and
suggested that, as the lights are re-lamped that they step it down to meet City Code. Mr. Madsen
clarified that the lights are luminate.
