Planning Commission Meeting Minutes "Draft" <br /> September 21, 2004 <br /> Page 2 <br /> 1 Chair Stromgren stated that Commissioner Young would attend the City Council meeting on <br /> 2 September 28, 2004. <br /> 3 <br /> 4 VII. PUBLIC HEARING. <br /> 5 7.1 City of St. Anthony, Floodplain Ordinance. <br /> 6 <br /> 7 Chair Stromgren opened the public hearing at 7:03 p.m. <br /> 8 <br /> 9 Todd Hubmer, City Engineer, explained that the Floodplain Ordinance under consideration is <br /> 10 being required by FEMA for continued participation in the National Flood Insurance Program. <br /> 11 He explained that the City of St. Anthony currently participates in the program in an unmapped <br /> 12 area as the City has no major rivers or streams and are not currently on the existing mapping. He <br /> 13 explained that they recently made changes to the Hennepin County mapping and as a result they <br /> 14 are requiring them to adopt a Flood Plain Ordinance. He stated that it covers development in a <br /> 15 flood plain noting that they do not have any flood plains and would have few instances where it <br /> 16 would be used. He explained that it is a requirement to remain within the flood insurance <br /> 17 program, which is why it is being presented for consideration and approval. <br /> 18 <br /> 19 Commissioner Tillman clarified her understanding that there are no flood plain areas in the City <br /> 20 of St. Anthony. City Engineer Hubmer confirmed that there are no flood plain areas in the City <br /> 21 of St. Anthony. She asked if this could change. City Engineer Hubmer stated that it was very <br /> 22 unlikely and reviewed with the Commissioner. <br /> 23 <br /> 24 Chair Stromgren stated it is localized issues that are being addressed through the ongoing street <br /> 25 repair and construction projects. City.Engineer Hubmer confirmed stating that because St. <br /> 26 Anthony Village is in an unmapped area they have the available coverage at half of what a <br /> 27 mapped area would be. He stated they do have a couple policies in force and if the ordinance is <br /> 28 not adopted the policies would expire and the residents would not be able to renew. <br /> 29 <br /> 30 Commissioner Jensen asked how this ordinance would fit in with the current zoning ordinances. <br /> 31 City Engineer Hubmer explained that in his review of the proposed ordinance he did not see any <br /> 32 conflicts noting that the ordinance is currently be reviewed by the City Attorney. <br /> 33 <br /> 34 Commissioner Jensen confirmed that currently there are no areas in St. Anthony that are <br /> 35 identified as flood plain areas City Engineer Hubmer confirmed. <br /> 36 <br /> 37 Chair Stromgren clarified that most of the language is boilerplate and provided by the County <br /> 38 and FEMA. City Engineer Hubmer that they are basically told what to adopt. <br /> 39 <br /> 40 Commissioner Jensen asked if all Cities within Hennepin County have adopted this ordinance <br /> 41 and is the wording the same. City Engineer Hubmer stated that the wording for this is slightly <br /> 42 different from Cities who do have flood plain areas adding that most Cities have updated the <br /> 43 language to the ordinance over the last six months. <br /> 44 <br />
