MEMORANDUM
DATE: 11/3/04 MEETING DATE: 11/16/04
TO: Chair Stromgren & Planning Commission Members
FROM: Susan M.H. Hall, Assistant City Manager s
SUBJECT: Seal Guard Systems, Inc. Sign Variance
Requested Action:
On November 16, the Planning Commission will hold a concept review on a sign
variance request for Seal Guard Systems, Inc. located at 2812 Anthony Lane South.
Seal Guard Systems has submitted a sign variance application to the City. The Planning
Commission will hold a public hearing on the request at the December 21 meeting.
Background:
The applicant, Seal Guard Systems, Inc., has submitted to the City of St. Anthony a
petition for sign variance (please find the application attached). Sign-A-Rama has
submitted the sign variance application on behalf of Seal Guard Systems.
The reason for the variance request is for a larger canopy sign than allowable by the
Sign Ordinance, which is 150 square feet. The proposed sign would include four
company names and would run the length of the building frontage. Sign-A-Rama also
has stated that Seal Guard Systems is requesting the longer, larger sign to cover up the
mechanical systems on top of the building.
The applicant is proposing an awning sign. While an awning sign is not mentioned in the
sign ordinance, a canopy sign is. A canopy sign is defined as a permanent roof structure
attached to and supported by the building. Per the sign ordinance, Seal Guard Systems,
Inc. is allowed one business or identification canopy or wall sign' per right-of-way
frontage. The ordinance also reads "signs containing one square foot for every 100
square feet of ground floor space will be allowed up to a total sign surface area of 150
square feet." The applicant is interpreting the sign ordinance to mean they are allowed
150 square feet of signage per right of way. They are proposing a variance request four
times the allowable amount on three sides of the building.
There is a question as to how many "fronts" the building has to the right of way, two or
three. The applicant understands they have three frontages, of which they are
requesting similar signage for each: Highway 88, Anthony Lane South, and County
Road C.
On November 1, Sign-A-Rama provided to.staff information pertaining to sign/building
dimensions upon request (see Sign-A-Rama memo with attachments).
Attachments:
• Petition for Sign Variance
• Sign Drawings
• November 1 Sign-A-Rama memo/attachments
