(fish and invertebrates) from excess sedimentation. The current quality of Mirror Lake is <br />contributing to the impairments of Long Lake. Erosion is occurring along the shoreline <br />of Mirror Lake resulting in sedimentation and loss of natural vegetation and habitat, and <br />accumulated sediment high in phosphorus is being transported downstream as a pollutant, <br />impairing the functional value within and downstream of the lake. The purpose of the <br />Mirror Lake Improvement Project is to reduce pollutant levels and reduce nutrient <br />transport downstream to Long Lake while reducing local flooding, improving water <br />quality, improving lake safety, and increasing habitat diversity. <br /> <br />b. Corrections to the EAW <br />Based on the comments received, no corrections will be made in the EAW. <br /> <br />IV. DECISION REGARDING NEED FOR ENVIRONMENTAL IMPACT <br />STATEMENT <br /> <br />a. Type, Extent and Reversibility of Impacts <br />The City of St. Anthony Village finds that the analysis completed for the EAW is <br />adequate to determine whether the project has the potential for significant environmental <br />impacts. <br /> <br />The EAW described the type and extent of impacts anticipated to result from the <br />proposed project. This document provides clarifications and summarizes the dominant <br />and recurring issues within the EAW. Water resources, and fish, wildlife, plant <br />communities and sensitive ecological resources (rare features) were the items within the <br />EAW and within comments received that were found to be impacted by the proposed <br />project. By following the construction phasing and mitigation outlined within the EAW <br />and in the response to comments, the impacts will be avoided, minimized, and/or <br />mitigated. In addition, the impacts that have been identified will be part of the permitting <br />and approval process by various agencies (as listed in IV.c. below) before any of the <br />identified impacts occur. <br /> <br />b. Cumulative potential effects of related or anticipated future projects <br />The proposed Mirror Lake Improvements are located mostly within the existing footprint <br />of Mirror Lake. The exception is a portion of the northeast shoreline will be graded onto <br />property currently owned by the City of St. Anthony Village. The surrounding area is <br />already developed and runoff from these areas is collected in Mirror Lake. This project <br />does not change the footprint of the public water area, and therefore, no cumulative <br />negative impacts are anticipated for other projects. <br /> <br />c. Extent to which environmental effects are subject to mitigation by on-going <br />public regulatory authority <br />The mitigation of environmental impacts will be designed and implemented in <br />coordination with the applicable regulatory agencies. All mitigation efforts will be <br />subject to the plan approval and permitting process. Permits and approvals that have <br />been obtained, or those that may be required prior to construction are identified in the <br />following table. <br />45
