City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />City Council Chambers <br />June 29, 2015 <br />Present: <br />Mayor & Council. Jerry Faust, Mayor; Hal Gray, Councilmember; Jan Jenson, Councilmember; Randy Stille, <br />Councilmember, and Bonnie Brever, Councilmember. <br />Absent: <br />None <br />Staff: <br />Mark Casey, City Manager and Shelly Rueckert, Finance Director <br />Consultants: <br />Breanne Rothstein, Planner (WSB) and Todd Hubmer, Engineer (WSB) <br />Call to Order: <br />Meeting called to order by Mayor Faust at 5:30 p.m. <br />Urban Farming: <br />Staff presented a memo to begin the discussion on Urban Farming. Staff reviewed the current Keeping of Certain <br />Animals Ordinance. Staff sought feedback and direction on the proposed scope, procedures and standards <br />(number, setbacks, heights & size, training and proper care & maintenance). Staff will meet with the Planning <br />Commission in a work session and continue the dialog with the Mayor & Council. <br />Mirror Lake: <br />Staff presented a letter from the City Manager to the Rice Creek Watershed District (RCWD) board & staff, a <br />response letter to the Mayor from RCWD President, Board of Managers, and memo from City Engineer Hubmer to <br />the RCWD staff which included several design exhibits. By consensus of the Mayor and Council, staff was directed <br />to inform RCWD staff that the City of St. Anthony is not interested in being part of the Board of Soil and Water <br />Resources Targeted Watershed Demonstration Program grant unless there are significant flood reduction <br />components. The consensus of the Mayor and Council feels flood protection has to take a higher priority than <br />water quality. <br />2016 Debt Levy: <br />Staff presented a revised Infrastructure Improvements exhibit that includes the total infrastructure improvements <br />per year. Staff also included spreadsheets on the past, current and projected debt levies. Staff explained the goal <br />was to create a predicable increase vs. “peak”. Staff estimates the 2016 debt levy increase would equate to an <br />approximate .75% overall levy increase. <br />Former Elected Officials: <br />By consensus of the Mayor and Council, staff was directed to send an invitation letter to the former elected <br />officials for a briefing on Friday, July 31, 2015 beginning at 2:30 pm <br />Adjourn: <br />The meeting adjourned at 7:21 p.m. <br /> <br />Minutes respectfully submitted by Mark Casey, City Manager. <br />1
