City of St. Anthony CITY COUNCIL WORK SESSION City Council Chambers November 30, 2015 Present: Mayor & Council. Jerry Faust, Mayor; Hal Gray, Councilmember; Randy Stille, Councilmember; Jan Jenson, Councilmember and Bonnie Brever, Councilmember. Absent: None Staff: Mark Casey, City Manager and Shelly Rueckert, Finance Director Consultants: Breanne Rothstein, City Planner, WSB Call to Order: Meeting called to order by Mayor Faust at 5:30 p.m. Final Levy & Budget: Staff presented a memo on the General Fund Budget/Levy, 2016 Proposed Budget PowerPoint and 2016 Budget Document for Adoption. By consensus of the Mayor & Council, staff was directed to proceed with the proposed levy increase of 3.76%. Capital Improvement Plan: Staff presented the 2016-2020 & 2021-2032 Capital Funds. By consensus of the Mayor & Council, the document was accepted. Transfers & Closing Funds: Staff presented a draft Resolution authorizing the transfers and closing of specific funds and spreadsheet showing the 2016 phase out options tools, resulting transfers, reversals of negative cash and use of excess fund balance. Interviewing Commissioners: Six applicants were interviewed. By consensus of the Mayor and Council, Mark Kalar, Marshall Lichty & Marcey Westrick will be appointed to the Planning Commission for a three year term effective January 1, 2016. Scott Bentz and Therese Bellinger will be appointed to the Parks Commission for a three term effective January 1, 2016. Appoint Chairs and Vice Chairs: By consensus of the Mayor and Council, Jim Gondorchin will be appointed Planning Commission chair, Dominic Papatola will be appointed Planning Commission vice-chair and Scott Bentz will be appointed Parks Commission chair.
