Building a legacy – your legacy. 701 Xenia Avenue South
Suite 300
Minneapolis, MN 55416
Tel: 763-541-4800
Fax: 763-541-1700

Equal Opportunity Employer
wsbeng.com S:\1Council Worksessions\2015\12142015\MEMO city council water usage 120315.docx
Memorandum

To: Mayor and City Council, City of St. Anthony Village
Mark Casey, City of St. Anthony Village
Jay Hartman, City of St. Anthony Village

From: Todd Hubmer, PE

Date: December 3, 2015

Re: Discussion on Splash Pad Water Usage
WSB Project No. 1626-99

City staff has reviewed the water usage for the splash pads at Emerald and Central Parks in the City of St.
Anthony Village. Based on a review of the 2015 water usage, it was determined that Central Park and
Emerald Park utilize approximately 5% of the total water pumped by the City. Water usage in 2015 can
be broken down as follows:

Central Park Splash Pad 6.9 million gallons
Emerald Park Splash Pad 9.3 million gallons
Total for 2015 16.2 million gallons

Based on this analysis, staff is looking for direction from the City Council in regards to their desire for
evaluating alternatives which may reduce the water usage at the splash pads or allow for recycling and
reuse of splash pad water. Some preliminary alternatives that have been identified include:

1. Treating splash pad water and reusing it as splash pad water
2. Storing and using splash pad water for irrigation
3. Pumping splash pad water back up to water reuse facility
4. Modify hours of operation and/or operational elements of the splash pad to reduce water usage

These are just a few of the options that we have preliminarily identified for discussion at the December
14, 2015 City Council work session. We look forward to discussing this topic with you and to gather
some information in regards to pursuing or not pursuing alternatives to improve the efficiency of these
facilities.
