� -4- <br /> Upon motion by Mayor O'Connor and seconded by Councilman Bailey it was moved <br /> that the request of James Shaughnessy, building Inspector, regarding certain <br /> lands in the Village of St. Anthony be tabled. <br /> Motion Carried. <br /> Upon motion by Councilman Sorenson seconded by Councilman Dougherty it was <br /> moved that the services of B and E Kennels remain on a call basis. <br /> Motion Carried. <br /> Upon motion by Mayor O'Connor seconded by Councilman Sorenson it was moved that <br /> the request of N.S.P. Company for the placement of a power pole on Shamrock <br /> Drive, north of 39th Avenue N.E. be approved on a temporary basis with the <br /> pole line to be moved to the rear property line as easements.are available. <br /> Motion Carried. <br /> The Clark Oil Company presented a revised sign plan for their new station to <br /> be located on Stinson Boulevard and 33rd Avenue N.E. The representative from <br /> Clark Oil Company presented in detail the proposed sign layout. Councilman <br /> Dougherty stated that he felt that in the case of the pylon sign that a var- <br /> iance would have to be applied for and that the reasons for granting a variance <br /> • must be stated as per ordinance. Mr. Haik, Village Attorney stated that he <br /> agreed that the reasons for granting a variance would have to be stated and <br /> that a hearing would not be necessary. Councilman Dougherty stated that he <br /> felt that there was no justification for granting a variance for the pylon <br /> sign. Councilman Springer said that he would not be opposed to reconsidering <br /> the Council 's action of the last meeting that allowed the pylon sign to be <br /> included in the total sign area. Councilman Bailey stated that he felt the <br /> pylon sign necessary so that customers would be aware of the station. Council- <br /> man Sorenson stated that people look for an identity sign and to deny the Clark <br /> Oil Company such a sign when other stations were allowed to erect them would <br /> not be equitable. Mayor O'Connor stated that he agreed with Councilman Bailey <br /> and Sorenson and that he felt too many restrictions and controls were being <br /> imposed upon businesses. There being no further discussion, Councilman <br /> Dougherty moved that the Clark Oil Company's sign proposal with the exception <br /> of the pylon sign, be approved. <br /> Motion not seconded. <br /> Councilman Bailey moved and seconded by Councilman Sorenson that tie revised <br /> Clark Oil Company sign proposal be approved as submitted. <br /> Voting on the Motion: <br /> Aye: O'Connor, Bailey, Springer, Sorenson <br /> Nay: Dougherty <br /> Motion Carried. <br /> Upon motion by Councilman seconded by Mayor O 'Connor it was moved that the <br /> heating licenses be approved as submitted. <br /> Motion Carried. <br />
