• VILLAGE OF ST, ANTHONY <br /> COUNCIL MINUTES <br /> November 14, 1967 <br /> The regular meeting was called to order by the Mayor at 8:00 P.M. The <br /> following were present at roll call : O'Connor, Dougherty, Bailey, Emond, <br /> Springer. <br /> Also present: Raymond Heik, Village Attorney <br /> Motion by Dougherty, Seconded by Bailey that the minutes of the regular meeting <br /> of October 24, 1967, be approved as printed. Upon vote the motion carried. <br /> Potion by Bailey seconded by Springer that the minutes of the meeting of the <br /> Board of Canvas held on November 7, 1967, be approved. Upon vote the motion <br /> carried. <br /> The Council reviewed the minutes of the Planning Board meeting of October 31, <br /> 1967, and discussed the action taken following the public hearing on the <br /> zoning changes from light industrial to multiple dwelling of that land lying <br /> east of old Highway 8 and south of 33rd Avenue. Mr. Harvey Kaplan, attorney <br /> for Vadnais Construction 'Company, discussed the problems involved in bringing <br /> all of the respective parties together including the planning commissions and <br /> officials of the Village of Roseville. Mr. Kaplan requested that the Council <br /> defer action on the Planning Board recommendation to allow him to present a <br /> total development plan for the Roseville-St. Anthony lands lying south of <br /> 33rd Avenue between Old Highway 8 and New Highway 8. The attorney reported <br /> that he had agreed to a delay of 120 days in the court proceeding for an <br /> injunction in order to afford the Vadneis Construction Company an opportunity <br /> to present a total development proposal to both of the communities. After <br /> discussion and upon receipt of the assurances from Mr. Kaplan that no addit- <br /> ional work would be done in St. Anthony, it was moved by Councilman Springer, <br /> seconded by Councilman Dougherty that the Council defer action on the Planning <br /> Board's recommendations until January 9, 1968. Upon vote the motion carried. <br /> The Council reviewed the minutes of the Park and Recreation Advisory Committee <br /> meeting held on November 2, 1967. The Mayor announced that the special meeting <br /> scheduled with the school board for November 150 had been canceled. <br /> Mr. Lowell Thompson, president of the St. Anthony Village Jaycees, appeared <br /> and presented the Mayor and members of the Council with a community survey <br /> summary compiled by the Jaycees from the information questionaires distributed <br /> to Village residents. The Mayor expressed the appreciation of the Village <br /> officials for the work of the Jaycees and stated that a joint meeting could <br /> be arranged for review of the problem areas by the Jaycees, the Village offic- <br /> ials and employees and other public and civic officials of the Village to <br /> discuss the results of the survey in more detail. <br /> Councilman Dougherty moved the adoption of Resolution No. 67-051, A Resolution <br /> Approving the Writing Off of Certain Check Cashing Losses, which motion was <br /> • seconded by O'Connor. Upon roti call vote there were five votes for and none <br /> against. They Mayor declared the resolution adopted. <br />
