• -3- <br /> The Council considered the petition for a street name change on 321-2 Avenue <br /> were advised that the petition represented 32 out of 53 parcels. Following a <br /> discussions the Council indicated they felt that .eey other streets having <br /> a number should also be reviewed and that opportunity should be afforded all <br /> parties to have notification of the possible change of names in view of the <br /> problems encountered the last time such action was taken by the Council. The <br /> Mayor instructed the Manager to refer the matter to the Village Planning <br /> Commission with the instructions that they were to examine possiblility and <br /> desirability of changing 3215 Avenue and other streets to another name including <br /> the use of the St. Anthony Road for 3211 Avenue. Expressed instructions were <br /> given the Manager that the Planning Commission be notified to provide all <br /> residents and owners of tracts of land on the streets involved with mail <br /> notice of the possibility that the name of the street might be changed. The <br /> Council felt it desirable to consider all the numbered streets at one time. <br /> The Council discussed the matter which had been tabled from the previous <br /> meeting regarding the proposal by John Johnson to expand his Greenhouse dev- <br /> elopment on property abutting on Edwards St. between 33rd and 34th Avenues. <br /> The neighbors were present and objected strenuously to the proposed development <br /> particularly the fact that Mr. Johnson was delivering and loading building <br /> material supplies which in the opinion of the neighbors had nothing to d o <br /> with a greenhouse operation. Mr. Johnson stated that the supplies were being <br /> delivered in conjunction with other supplies to his greenhouse customers. He <br /> stated expressly that there was no manufacturing operation underway on the <br /> • property nor would he ever engage in any manufacturing business. Mr. Lekson, <br /> the Village Building Inspector, reported on his observation that the building <br /> material was being loaded onto trucks that he observed at the site of the <br /> Johnson Greenhouse operation. In response to an inquiry, the Village Attorney <br /> stated that it was his opinion that the Council had authorized the Greenhouse <br /> operation to continue and that it was a question of fact as to whether the <br /> supplying of greenhouse building supplies in connection with other supplies was <br /> a part of the florist wholesale greenhouse operation. He further stated that <br /> it was his opinion that if this was the type of service that was supplied by <br /> other florist wholesalers in the same business as Mr. Johnson that the Court <br /> would probably sustain such a use even though the use may not have existed <br /> several years ago. The Attorney stated that it was his opinion that the <br /> operation could remain competitive provided that it did not enter into an <br /> entirely new type of operation such as the manufacturing of building supplies <br /> which as the attorney understood from Mr. Johnson was not an activity that <br /> was being conducted or proposed to be conducted on the premises. Mr. Johnson <br /> renewed a prior invitation that the Council at any time may arrange to inspect <br /> the premises and that he would also proffer opportunities to inspect <br /> the operation of competing wholesale florist operations where they would <br /> observe that building supplies and materials used in connection with the flor- <br /> ist business were being delivered. Following a general discussion, it was <br /> moved by Bailey seconded by O'Connor that the proposed expansion of the <br /> Johnson Greenhouse operation be allowed in accordance with the recommendations <br /> of the Planning Board as contained in their minutes of the meeting of October <br /> 17, 1967. Upon vote the following were in favor of the motion: O'Connor, <br /> • Bailey, Emond. <br /> Against: Dougherty <br /> Abstained: Springer <br /> They Mayor declared the motion adopted. Following the adoption of the motion <br /> the attorney was instructed to inquire into the operation of other similar <br /> businesses in order to determine whether, in fact, supplies relating to build- <br /> ing material were being furnished by other competitors of Mr. Joheson. <br />
