CITY OF ST. ANTHONY <br /> • COUNCIL MINUTES <br /> SPECIAL MEETING <br /> July 23, 1979 <br /> The meeting was called to order at 7 : 35 p.m. by Mayor Haik. <br /> Present: Haik, Sauer, Letourneau. <br /> Absent: Ranallo, Sundland. <br /> Also present: Bowerman, Rymarchick and Sopcinski of the City <br /> Planning Commission; Hiebel of the ISD 282 School Board; McMullen, <br /> ISD 282 Community Services Director; Fornell, City Manager. <br /> Mayor Haik explained the purpose of the meeting and solicited questions <br /> from those attending. <br /> The ensuing discussion concerned the suitability of the land use of <br /> the present Park View site, alternatives available to the school <br /> district for disposition of the property, the present ownership <br /> situation, the present lease, operating and debt service costs and <br /> capital improvements necessary. <br /> • Concern was expressed about operating costs , taking over the building <br /> with its attendant capital improvement costs , building size , and <br /> necessary repairs ; the advisability of moving the fire department, <br /> and whether some tenants were compatible with the neighborhood and <br /> the zoning in the area. <br /> Mr. Bjorklund arrived at 8 p.m. <br /> Mr. Hiebel said the school district could not unilaterally sell the <br /> building to the City, if it desires to purchase it, primarily due <br /> to the partial payment of the debt service by residents of New <br /> Brighton. The Mayor and Councilman Letourneau were concerned about <br /> the purchase cost of the building, feeling that a low price could <br /> influence a decision to remain in Park View. <br /> After further discussion, it was decided to direct staff to draft a <br /> proposed lease extension in which the City would pay present opera- <br /> ting costs plus any capital improvements and the school district <br /> would extend the lease until after the bonds have been paid off, <br /> at which time the building would be the City's. Staff members sug- <br /> gested a few minor modifications including capital improvements <br /> for certain tenants and an escape clause for the City. <br /> The group consensus was to have the entire City Council and School <br /> Board discuss this approach and, if in agreement, to have the staffs <br /> • proceed with a proposed lease amendment. <br />
