ANTHONY <br /> 1978 Budget Hearings Minutes <br /> Mayor Miedtke opened the September 12 , 1977 budget hearing at 8: 00 p.m. <br /> and declared an immediate recess to enable the Council and School Board <br /> to continue their discussion of mutual concerns. All Council members <br /> were present. <br /> The budget hearing was reopened at 9 : 00 p.m. with a brief discussion <br /> of the budget by Mr. Fornell. A continuance of the hearing was ordered, <br /> to be held September 19, 1977. <br /> After the League of Women Voters "open house" on September 19th, the <br /> Council reconvened the 1978 budget hearing at 9 : 10 p.m. All Council <br /> members were present except Mayor Miedtke. The City Manager and Council <br /> discussed revenues , finance alternatives and staffing arrangements . A <br /> continuance of the hearing was scheduled for September 26th. <br /> • The Mayor opened the budget hearing at 7:05 p.m. on September 26, 1977 <br /> to discuss Fire Chief Hall ' s budget. All Council members and the City <br /> Manager were present. Of particular concern was staffing/shift fill-in <br /> arrangements, especially with the recent injury to Lee Entner, Assistant <br /> Chief. Don Hickerson, Police Chief, was in school that evening so <br /> Larry Hamer discussed the Public Works budget. . Of particular concern <br /> was financing several proposed capital improvements to facilities and <br /> equipment acquisitions to replace equipment in marginal condition. The <br /> hearing was continued to October 4 , 1977. <br /> Mayor Miedtke reconvened the budget hearing at 8: 05 p.m. All Council <br /> members and the City Manager were present. Police Chief Hickerson dis- <br /> cussed his 1978 budget and stated he felt he needed an additional <br /> patrolman or, at least, a community services officer. Mr. Fornell dis- <br /> cussed grant/financing alternatives for such a community service position <br /> and what such an employee would be responsible for. Chief Hickerson <br /> pointed out the existence of new legislation requiring licenses and <br /> continuing education for police officers and felt he may need funds for <br /> shift relief and schooling. The Council expressed concern about staff <br /> limitations but pointed to the lack of revenues . <br /> The Council and Manager then discussed some specific alternatives and <br /> the Council agreed to the Manager 's recommendations of September 30th. <br /> Upon the suggestion of Councilman Stauffer, the Council agreed to in- <br /> crease the appropriation of Revenue Sharing funds to the Public Works <br />
