L <br /> c . � <br /> -6- <br /> During discussion on the costs involved in the alternatives , it was <br /> • noted that the City currently pays for the utilities of the building, <br /> is currently renting out a portion of the old city hall, that to in- <br /> sulate Parkview would cost approximately $75,000 to $100 ,000, to fix <br /> up the gymnasium for occupancy by the Fire Department would cost <br /> approximately $20 , 000, and to refurbish the old city hall would cost <br /> about $300 ,000 . Mayor Haik urged that some decision should be made <br /> as soon as possible so that what improvements need to be made could <br /> be made in the near future. It was the general consensus of the <br /> Council that professional estimates of the remodeling costs and de- <br /> sign be obtained in lieu of the estimates by City staff. It was also <br /> the Council ' s consensus that a proposed lease agreement be negotiated <br /> with the School District which would include options to stay at <br /> Parkview until 1986 , with an option to vacate upon proper notice . <br /> Motion by Councilman Sundland and seconded by Councilman Ranallo to <br /> direct the City Manager to prepare for submission to the School <br /> Board a proposed lease agreement with appropriate provisions for <br /> utility, insurance , and maintenance costs , and specifying the City 's <br /> option to remain until 1986 and including options to vacate upon <br /> notice of twelve months and to purchase the building for a nominal <br /> sum after 1986 , if desired. <br /> Motion carried unanimously. <br /> Motion by Councilman Ranallo and seconded by Councilman Sauer to direct <br /> • the City Manager to gather professional cost estimates for refurbishing <br /> Parkview to be more energy efficient. <br /> Motion carried unanimously . <br /> Mr. Bernie Jahn, of the City Engineering firm of Short-Elliott- <br /> Hendrickson, appeared next to present the preliminary design report <br /> for the reconstruction of St. Anthony Boulevard/Burlington Northern <br /> Railroad Bridge. Mr. Jahn presented three construction alternatives , <br /> "A" with a timber deck, "B" and "C" with concrete decks . He recom- <br /> mended alternative "C" because of its low initial cost and future <br /> maintenance requirements and its attractive appearance . It was also <br /> noted that right-of-way, ownership, and restrictions of the property <br /> involving the City, Railroad, and Minneapolis Park Board is quite <br /> complicated and that continued research by the City Attorney and <br /> agreements between the City and the Railroad and Park Board regarding <br /> easements and other restrictions must be accomplished and negotiated <br /> albeit. This should not act as a bar to the completion of the pro- <br /> ject. Mr. Jahn stated that the Railroad has been notified of this <br /> project and that they have agreed local funds must be used for the <br /> cost of approach roads, utilities, bridge removal, any railroad work, <br /> and the engineering and legal fees . The Railroad is anticipated to <br /> participate in these costs, but the amount is still negotiable. The <br /> cost of the bridge structure itself c(an be funded out of federal and <br /> state funds . In response to a question by the Mayor, the City Attorney <br /> opinioned negotiators should start as soon as possible with the Rail- <br /> road. <br />
