CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> August 28 , 1979 <br /> The meeting was called to order by Mayor Haik at 7: 30 p.m. <br /> Present for roll call: Letourneau, Haik and Sundland. <br /> Absent: Sauer and Ranallo. <br /> Also present: Jim Fornell, City Manager; William Soth, City Attorney; <br /> Ron Berg, Administrative Assistant; Carol Johnson, Clerk-Treasurer. <br /> Motion by Councilman Sundland and seconded by Councilman Letourneau <br /> to approve the minutes as submitted for the Council meeting held <br /> August 14 , 1979 . <br /> Motion carried unanimously. <br /> Doug Jones presented recommendations made and actions taken during <br /> the Planning Board meeting held August 21, 1979 , as reflected in the <br /> minutes for that meeting. <br /> The major portion of the evening was taken with the submission require- <br /> ments for the Detailed Plan of the Hedlund PUD for which Gordon Hedlund <br /> and his attorney, Mark Haggerty, were requesting a Public Hearing, the <br /> Board representative reported. He said the Board had recommended five <br /> modifications of the Concept Plan for the PUD which they believe "will <br /> not alter the Planned Unit Development which was approved July 12 , 1977" <br /> but will rather assist the builder to develop the site under the PUD. <br /> Councilman Sundland agreed with the Board' s recommendations and was <br /> supportive of their findings as presented, concurring these changes <br /> did not materially change the PUD. However, after ascertaining the <br /> proposal being considered is the same which was submitted earlier, <br /> reiterated the concerns he had expressed at that time that the "multi- <br /> use complex might be conducive to a small commercial strip" and <br /> cautioned Mr. Hedlund that "such heavy usage will not be allowed" . <br /> Mr. Hedlund then indicated that this was his understanding and promised <br /> the project "will conform to the uses specified in the PUD" . <br /> Mayor Haik and Councilman Letourneau also indicated their acceptance <br /> of the Board recommendations in the following: <br /> Motion by Councilman Sundland and seconded by Mayor Haik to accept <br /> the recommendation of the Planning Board that the provision of a <br /> listing of tenants under F of VI of the Concept Plan of the Hedlund <br /> PUD be waived, finding under Section 13 , Subdivision 6 , Number 6f of <br /> the City Zoning Ordinance , this restriction is "not material but <br /> rather informational" since the City does not have the right to <br /> either approve nor disapprove specific tenants. <br /> Motion carried unanimously. <br /> 1 <br /> f <br />
