ANTHONY <br /> COUNCIL MINUTES <br /> Budget Work Session <br /> September 13, 1979 <br /> The meeting was called to order at 7:07 p.m. <br /> Present: Letourneau, Sauer, Haik, Sundland and Ranallo. <br /> Also present: Fornell , City Manager. <br /> City Manager Fornell presented a summary of the proposed 1980 budget <br /> to the Council. Concern was expressed about using reserves for <br /> operating expenses by Councilman Ranallo, but City Manager Fornell <br /> said it is a practice to be avoided over the long-run but can be <br /> tolerated over the short run. He explained that budgets are only <br /> estimates of revenues and appropriation limits and the actual revenues I <br /> and expenses can be more or less than the budget. The Council saw <br /> the capital improvement program as a ranking of the needs of the <br /> City and desired to have some of the improvements for 1980 renumbered <br /> in order of priority. Questions were also raised about the amount <br /> of the average sewer bill increase and the total amount of reserves <br /> available to the City Council. Concern was expressed that the City <br /> should always maintain an adequate level of reserves to provide for <br /> major emergencies. <br /> Director of Public Works Larry Hamer arrived at 7 :45 p.m. and the <br /> meeting was moved to the Council Chambers . <br /> Mr. Hamer discussed his budgets with the City Council . Considerable <br /> discussion centered around a proposed street lighting program, vehicle <br /> maintenance and street maintenance and repair. <br /> The meeting was recessed at 9 :15 p.m. and ordered continued at 7 p.m. <br /> on October 8 , 1979 . <br /> Mayor <br /> ATTEST: <br /> City Clerk <br />
