CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> • October 23, 1979 <br /> The meeting was called to order by Mayor Haik at 7 : 30 p.m. <br /> Present for roll call: Letourneau, Ranallo, Haik, Sundland and Sauer. <br /> Also present: Ronald Berg, Administrative Assistant; William Soth, <br /> City Attorney; and Carol Johnson, Clerk-Treasurer. <br /> Motion by Councilman Sundland and seconded by Council Sauer to <br /> approve as submitted the minutes for the Council meeting held on <br /> October 9 , 1979 . <br /> Motion carried unanimously. <br /> Motion by Councilman Sauer and seconded by Councilman Letourneau to <br /> approve as submitted the minutes of the Council Budget Work Session <br /> held October 8 , 1979 . <br /> Motion carried unanimously. <br /> George Marks presented the recommendations and reported actions of <br /> the Planning Commission as they were reflected in the minutes of <br /> their meeting of October 16 , 1979 . <br /> The preliminary plat proposed for the property formerly owned by <br /> is the School District 282 , on which five single family dwellings will <br /> be constructed, was discussed with the new owner, A. J. Herlitz , and <br /> Ron Murphy of Comstock and Davis , Inc. Because of traffic hazards <br /> involved in driving out on Silver Lake Road, Mr. Murphy told the <br /> Council only the home on Lot 2 will have a driveway onto that road, <br /> while access to Lots 1 and 5 will be provided from 33rd Avenue N.E . <br /> and for Lots 3 and 4 from Hilldale. Mr. Soth felt such an agree- <br /> ment should be documented and Mr. Murphy agreed this could be accom- <br /> plished through plat dedication. <br /> Motion by Councilman Sundland and seconded by Councilman Letourneau <br /> to approve the preliminary platting as presented by Comstock and <br /> Davis drawing 4247 for the property bound by Silver Lake Road , 33rd <br /> Avenue N.E . and Hilldale Avenue N.E. on the condition that none of <br /> the lots, except that specified on the plat as Lot 2 , will have <br /> access from Silver Lake Road; finding, as did the Planning Commission, <br /> that the proposal as presented conforms to the City Zoning Ordinance <br /> under the existing R-1 , single family dwelling zoning and is com- <br /> patible with the surrounding land use . <br /> Motion carried unanimously. <br /> A discussion regarding parking provisions for existing restaurants <br /> in the City preceded the consideration of the Commission 's recommenda- <br /> tions that the City Zoning Ordinance should be modified to specify <br /> the parking requirements for sit-down restaurants . Mayor Haik said <br /> she is "unhappy with the sea of concrete around the Poppin' Fresh <br /> restaurant on Stinson" and requested Staff investigation of whether <br /> the stated plans for expansion of the restaurant facilities , upon <br /> which the additional parking spaces were permitted, would have been <br /> fn l 1 nwPd th i s r(-V; G i nr . <br />
