She said she understood
firms in the office park had indicated they felt no need for further
input in City matters. There was also a small turnout for the
meeting of the Board of Apache merchants, which she attended. Al-
though there were many expressed complaints regarding the Apache
management's commitment to leases and maintenance of the center, the
merchants present were reluctant to specifically cite the areas in
which they might require -City help. _They wanted to whit for such
action until after the 1981 leases are signed and suggested that
at that time they might look to the City for more stringent enforce-
related- water
nforce-
related- water problems.
Mayor -Hak next reported -Public Works employee Dick Kristyniak was
again seeking Council support for his bill before- the Minnesota
Legislature which will permit him to retain the PERA fire pension
benefits he had earned as a fireman prior to his changeover to the
Public Works Department. Council members reiterated the reasons
they- had refused-- support -for the bill-previously, including the fact
that Mr. Kristyniak should have been fully knowledgeable of the con-
sequences of his move when he made it and the concern that an excep-
tion might open the door to similar requests from other City employees
and there was no support for reconsidering the matter.
Consideration of whether it might be desirable for the county to take
over St. Anthony Boulevard and its rebuilding - will be included in
the City' s comprehensive planning.
In response to the many complaints Council members have received
regarding renters in single family dwellings, Mayor Haik suggested
the staff might research housing maintenance ordinances of other
municipalities for possible consideration by the City.
Councilman Sauer asked where data from the Minnesota Pollution
Control Agency should be directed upon his leaving the Council after
this meeting. The Manager reported, as a related matter, that Al
Perez 's evaluation of the noise pollution studies made for the City
will be reported back during January.
Councilman Sauer then acknowledged the plaque of appreciation for
his service as a councilman, . which,-was presented by the Mayor as
well as verbal farewells of the other members of the Council by
complimenting "the excellent administration of the City" as he
perceives it. He also assured them he intends to remain involved
in City affairs through his service on Community Services and for
which he will now have more time.
• A report on the planning and zoning seminar, which Mr. Marks attended
last week, was- reported. He said it has been predicted the same
population -trends which produced communities like Richfield and
Bloomington during the last thirty years will be repeated in the
near future, placing greater pressure than ever on suburbs such
as St. Anthony.
