s
' CITY OF ST. ANTHONY VILLAGE
CITY COUNCIL SPECIAL MEETING
THURSDAY, OCTOBER 2, 2003
CALL TO ORDER.
Mayor Hodson called the meeting to order at 5:04 p.m.
ROLL CALL.
Present: Mayor Hodson; Councilmembers Horst, Sparks, Thuesen, and Faust.
Absent: None.
Also Present: City Manager Mike Morrison.
II. Consider Resolution 03-086, re: Consider Bid Package for the Public Works Construction
Project (Bid Package#2).
Gary Benson, Kraus-Anderson, indicated that both construction sites are underway. Last week
the bids for completion of the two projects were submitted. As a result of these bids, Public
Works Facility was over by$269,000 and Fire Station by$482,000. In addition to the overage of
the bids, we have $150,000 in unsuitable and contaminated soils at the Public Works Facility.
• Last week Kraus Anderson, Oertel Architects, and Staff Members met and performed some
value engineering and cost reductions. The"team"came up with the following:
Public Works Facility—on budget except the soil correction costs.
Fire Station—Over budget by$250,000.
Kraus Anderson proposed three options.
Option 1
Approve Public Works bids and appropriate additional funding of$150,000 for unsuitable soils
correction. Redesign and re-bid the Fire Station to meet the original budget. This option requires
a total project budget of$5,680,000.
Option 2
Public Works employ further value engineering/cost reductions to fund the $250,000 overage at
the Fire Station. This option would still require the additional $150,000 for unsuitable soils.
Total budget for this option would be $5,680,000.
Option 3
Approve Public Works and Fire Station bids and appropriate additional funding of$150,000 for
the unsuitable soils, with an additional appropriation of$250,000 to fund the Fire Station. Total
budget for this option would be $5,930,000.
Jeff Oertel, Oertel Architects, indicated there were six soil
borings performed on-the Public
Works site. He indicated that this is not a clean site. He presented three site plans for the Public
