CONSENT AGENDA. <br /> 11 A. Approve September 23, 2003, Council meeting minutes. <br /> 12 Approve October 2, 2003, Special Council meeting minutes. <br /> 13 B. Consider licenses and permits. <br /> 14 C. Consider payment of claims. <br /> 15 D. Consider Ordinance 2003-012, re: Water/sewer connection fees Q d reading). <br /> 16 <br /> 17 Motion by Councilmember Thuesen to approve the Consent Agenda items. <br /> 18 <br /> 19 Motion carried unanimously. <br /> 20 <br /> 21 V. PUBLIC HEARINGS. <br /> 22 None. <br /> 41 VI. REPORTS FROM COMMISSIONS AND STAFF. <br /> 25 A. Northwest Youth and Family Services presentation. <br /> 26 Rachel Cain and Jerry Hromatka represented the Northwest Youth and Family Services. Ms. <br /> 27 Cain noted Executive Director Kay Andrews was ill and unable to attend. Ms. Cain added she <br /> 28 was the mental health manager at Northwest Youth and Family Services. <br /> 29 <br /> 30 Ms. Cain gave a brief history of the Service and noted it was funded by a grass roots effort of <br /> 31 area communities, which included the City of St. Anthony. She indicated Northwest Youth and <br /> 32 Family Services had started with two employees and had grown to 27 full-time staff, three part- <br /> 33 time staff and many volunteers. She added they served over 5,000 individuals annually with a <br /> 34 mission to prepare youth and families for healthy lives. <br /> 35 <br /> 36 Ms. Cain indicated the services provided by the Northwest Youth and Family Services were <br /> 37 mental health counseling, therapy youth diversion, senior chore services, youth run businesses <br /> 38 and community social work. She gave information regarding each service and listed the types of <br /> 39 problems addressed by Northwest Youth and Family Services. She noted staff was available to <br /> 40 give talks about various issues within the community, such as depression, dealing with divorce, <br /> 41 dealing with stress, etc. <br /> 42 <br /> 43 Ms. Cain discussed the family community support services provided and indicated the involved <br /> 44 staff person went into the homes of families that had a child with severe emotional disturbances <br /> 0 and worked with both the child and parents. <br />
