• STAFF REPORT <br /> DATE: February 6, 1996 <br /> TO: Michael J. Morrison, City Manager <br /> FROM: Kim Moore-Sykes, Management Assistant <br /> ITEM: Schnitzer Iron & Metal Clean-up Site <br /> Larry and I have been meeting with the Minnesota Pollution Control Agency QVIPCA), the <br /> University of Minnesota and the other potential responsible parties (PRP) named by the <br /> MPCA for this hazardous materials site since August 9, 1995. The point of these meetings <br /> has been to organize ourselves into a group so that the clean-up of this site can begin. <br /> Attached is a copy of the Responsible Parties Group Agreement that all the PRP's have <br /> been asked to sign by February 15, 1996. As a group, we have discussed and revised this <br /> final agreement. Mark Kastor of Dorsey & Whitney, has been copied with each revision <br /> of this document for his comment. To date, there has been no comment on this final <br /> • draft. His office has said that he will provide us with his written comments before the <br /> February 6th Council worksession. <br /> Mr. Kastor has been faxed or mailed all the information from the meetings and whatever <br /> information that the City has regarding insurance, recycling activities, newsletter articles, <br /> City Council minutes, resolutions, etc. In telephone conversations I have had with Mr. <br /> Kastor, he has indicated that perhaps the City should not be designated as a PRP, but <br /> rather diminimus as we are not a large contributor of hazardous waste. He said that he <br /> would contact the MPCA regarding this designation. <br /> For you information, I have also attached the list from the MPCA of the groups involved <br /> in this site and their hazardous contributions. If there is anything else that you would like <br /> me to attach for the Council's review, please let me know. <br />
