MEMORANDUM
Date: February 27, 1996
To: Mike Mornson, City Manager
From: Larry Hamer, Director of Public Works
Re: Silver Lane and Silver Lake Terrace Water Break
The City experienced three water breaks in the 4" water line that services Silver Lake Terrace.
The water break was so bad that the City backhoe could not reach the pipe that needed repair.
A cave-in of ground material which was caused by a water break on the 4" line on Silver Lane
destroyed the pipe on Silver Lake Terrace. We stabilized the ground and replaced 74' out of
91' of cast iron pipe.
• The cost of material, equipment, labor (not counting City equipment and labor) was
approximately $15,933.00. The water breaks caused hardship for the residents on Silver Lake
Terrace. The line should be replaced the full length of Silver Lake Terrace with 4" ductal iron
pipe with a 4" hydrant at the end.
We need an engineered drawing to submit to the State Health Department. The line could be
replaced by the Public Works Department or a contractor. We may have to have a large
machine dig the excavation. If it is decided to contract out the job the Public Works Department
could put the road back. In any case I recommend that we put the road back.
It is estimated that the watermain replacement is about $23,100.00 for labor and equipment and
$5332.00 for the watermain.
I recommend that we replace the watermain with the City removing the asphalt for the contractor
and replacing the asphalt road with budget money.
