City of Columbia Heights Engineering <br /> 637 38th Avenue NE <br /> Columbia Heights, MN 55421 <br /> SUBJECT: Proposed pavement marking options at Stinson Boulevard and 39th <br /> Avenue NE <br /> Dear Ms. Young: <br /> As requested at our meeting on February 13, we have developed a sketch of the <br /> pavement markings necussary to convert Stinson Boulevard and 39th Avenue to 3-lane <br /> r sections. Both roadways are 44 feet curb face to curb facto. The existing striping on <br /> Stinson Boulevard consiats of a double yellow stripe down the center of the road. The <br /> roadway either operates as a narrow four-lane undivided roadway or as a wide two-lane <br /> roadway. 39th Avenue has similar operations. • <br /> �;1YJ11�� Several pavement marking alternatives including the three lane option are feasible for <br /> the roadways,all of which would work to varying degrees of efficiency with the <br /> proposed traffic signal at Stinson Boulevard and 39th Avenue NE. Four options have <br /> been identified for your review: <br /> 1•Jf��J.1� <br /> 1. Use existing pavement marking <br /> �r<<: 2. Convert Stinson Boulevard and 39th Avenue to a three lane section <br /> 3. Stripe;as four-lane undivided. <br /> 4. Leave striping;as is,but add right turn lanes on the south approach and east <br /> approach of the Stinson Boulevard/39th Avenue <br /> If options 2 or 3 are chosen, the roadway should be rvstripud for at least a few blocks to <br /> provide some continuity to the section. On Stinson Boulevard,the three lane section <br /> could be introduced just north of 39th Avenue,and could be continued all the way <br /> through the 37th Avenue intersection. This revision in lane geometry at the 37th Avenue <br /> intersection would greatly improve traffic operations at the intersection by providing a <br /> left turn lane. Current signal operations at the intersection allow for protected/permitted <br /> left turn operations. "Mt: protected portion of the phasing is undenitilized,because of <br /> through vehicles in the left most lane arc blocking lutl:turn vehicles from making use of <br /> the phase. The continuous left turn lane would also provide storage for the many <br /> driveways in this section. <br /> • <br />
