I will attend the March 6 council work <br /> session beginning at 7:00 p.m. to answer questions that the council may have regarding drainage <br /> improvements in District 6. <br /> • In 1991, St. Anthony engaged Barr to do an analysis of drainage problems in the city's drainage <br /> District 6. Barr first prepared a computer model which simulated existing conditions of flooding <br /> for an intense rainstorm whose probability of occurrence in any year was 1 percent. Alternative <br /> scenarios of ponding, upgraded pipe capacity, diversion, and combinations of these alternatives <br /> were considered to see how the flooding problem might best be relieved. On the basis of our <br /> analysis, we were able to draw the following conclusions: <br /> 1. The flooding within District 6 is caused by storm sewers with inadequate capacity. Today's <br /> standards for the construction of storm sewers call for additional capacity from low areas <br /> for which there is no overland outlet. The existing systems were not provided with this <br /> additional capacity. <br /> 2. To increase the capacity of the local storm sewers within District 6 would simply move the <br /> flooding problem downstream to Kenzie Terrace and County Highway 88 because the <br /> capacity of the County Road 88 storm sewer is not adequate to handle the increased flows <br /> which would result from an improved storm sewer system within drainage District 6. <br /> • <br /> 2327467\35075-1/KMH <br />
