I <br /> will bring extra copies of Figures 2 and 3 with me to the March 6 work session. <br /> It is my understanding that the city now wishes to consider whether there is public value in <br /> acquiring approximately 61h acres in subwatershed 6A-5 (as shown on Figure 3 in the 1992 report) <br /> without further commitment to the other ponds depicted on Figure 3. It is important to <br /> understand that the improvements proposed on Figure 3 were based upon the presumption that if <br /> improvements were to be made to the St. Anthony system, such improvements should be designed <br /> in accordance with modern criteria (to accommodate a runoff event with a probability of occurrence <br /> of 1 percent in any year). Certainly, limited improvement might result if the system shown on <br /> Figure 3 were partially implemented. We did not analyze partial implementation and I cannot <br /> quantify the improvement that partial implementation would yield,but I do offer these <br /> observations. <br /> • 1. This is the council's last opportunity to deal with storm drainage issues via structural <br /> means. If a portion of this property is not acquired and reserved for flood storage purposes, <br /> then even the alternative represented on Figure 3 of the 1992 report will no longer be <br /> available to the city. In that case, to achieve any form of structural improvement will <br /> probably involve additional floodplain evacuation (purchasing and removal of homes or <br /> structures). <br /> 2. Partial implementation of the system depicted on Figure 3 will not achieve a level of <br /> protection consisted with accepted design standards. I am unsure of the legal implications <br /> that might be associated with doing the best you can do when it may be less than the <br /> public may expect. <br /> 3. The only alternative for improving the flooding problem at Pahl Avenue is to provide some <br /> storage to relieve the accumulation of the water, and the location in subwatershed 6A-5 is <br /> the only available place for such storage. To develop such storage in subwatershed 6A-5 <br /> will require excavation and storm sewer improvements along Wilson Street. <br /> • <br /> 2327467\35075-1/KMH <br />
