l <br /> r T 1 <br /> • <br /> MEMORANDUM <br /> DATE: February 15, 1996 <br /> TO: Mike Mornson, City Manager <br /> FROM: Larry Hamer, Director of Public Works* <br /> RE: Silver Lane NE Turnback <br /> On February 14, 1996 Ramsey County informed me that Silver Lane was up for upgrade this <br /> year for turnback to the City. <br /> Silver Lane extends from Silver Lake Road to Stinson Boulevard. The turnback was generated <br /> by the State turning roads over to the Counties and the Counties turning secondary roads over <br /> to the Cities. <br /> I have recommended that this road when turned back to the City go on Minnesota State Aid. <br /> The County got a change in the MSA miles allegation for Cities to put them on without change <br /> to a present dedication. <br /> With the turnbacks the County gives the City the option of total reconstruction. The County <br /> would pay $60,000 of the cost (approximately $500,000) and the City would pay the difference. <br /> If the road is upgraded to a 25 year life the County will pay all the cost. <br /> It would be better for the City if Silver Lane is dedicated MSA. If we had a total reconstruction <br /> it would have to be enlarged at least 40 feet with variances on parking. The City would have <br /> to come up with about $420,000. If it is upgraded it will stay the same size and be put on MSA <br /> status on the rehab road. <br /> The City must apply by the end of February 1996 for MSA status on this road in order to <br /> receive maintenance and construction money allocations for 1996. <br /> I recommend we overlay the road and put a MSA status on the road so the City can receive <br /> assistance on the maintenance. <br />
