�1 CITY OF ST. ANTHONY <br /> 2 CITY COUNCIL WORK SESSION MINUTES <br /> 3 March 6, 1995 <br /> 4 7:00 P.M. <br /> 5 I. CALL TO ORDER/PLEDGE OF ALLEGIANCE. <br /> 6 The meeting was called to order at 7:00 P.M., followed by the Pledge of Allegiance <br /> 7 led by Mayor Ranallo. <br /> 8 II. ROLL CALL. <br /> 9 Councilmembers Present: Ranallo, Marks, Enrooth, Wagner and Faust. <br /> 10 Councilmembers Absent: None. <br /> 11 Also present: Michael Mornson, City Manager and Kim Moore-Sykes, <br /> 12 Management Assistant. <br /> 13 III. STORMWATER MANAGEMENT PLAN - DENNIS PALMER, BARR ENG. <br /> 14 Mr. Palmer reviewed the 1992 Barr report that was submitted at that time regarding <br /> 15 the stormwater run-off issues of District 6. There was discussion about what can be <br /> 16 done. Palmer agreed to provide information on a preliminary estimate of the scope <br /> 17 of work and a model of what $1.5 million would provide in flood protection. <br /> 0 IV. NO PARKING REQUEST FOR PENROD LANE. <br /> 19 The City Manager reported on the letter he received from residents on Penrod and <br /> 20 Edgemere requesting that the East side of Penrod Lane and Edgemere to 37th <br /> 21 Avenue NE be posted as "No Parking." The residents stated that there are two - <br /> 22 three cars parked along this roadway all day making it difficult and dangerous for <br /> 23 local traffic and children. The Council asked that a letter be sent to residents along <br /> 24 this roadway asking them to attend the March 26th Council Meeting to discuss the <br /> 25 issue. <br /> 26 V. TURN BACK ON SILVER LANE. <br /> 27 The City Manager reported that Silver Lane can not be turned back until the road <br /> 28 has been upgraded by Ramsey County. It is estimated that this upgraded road will <br /> 29 last 20 - 25 years. MSA funds have been applied for and the Council will need to <br /> 30 approve the resolution. <br /> 31 VI. UPGRADE OF WATER MAIN ON SILVER LAKE TERRACE. <br /> 32 The City Manager reported on the status of the water main breaks at Silver Terrace. <br /> 33 The Council directed that the Public Works Director do whatever he has to do to <br /> 34 fix the water main in that area. <br /> 35 VII. TRAFFIC STRIPING FOR PROPOSED SIGNAL AT 39TH/STINSON <br /> BLVD. <br /> The City Manager reported on the letter received from the City of Columbia <br />
