The agreement sets forth broad shared powers for <br /> • carrying out housing and community development activities. The U.S. Department of <br /> Housing and Urban Development(HUD)requires the agreement in order for Hennepin <br /> County to c,uali fy as an urban county and be the recipient of Community Development <br /> Block Grant(CDBG)and the HOME Investment Partnership Program(HOME) entitlement <br /> funds. The agreement can be automatically renewed at the end of FY 1999, following <br /> notification by the county of each community's option to remain in the program. <br /> A draft grey-line copy of the agreement is enclosed,which details all revisions to the current <br /> agreement. The most significant changes are the pooling of funds for communities <br /> receiving annual planning allocations of less than$50,000 and the elimination of <br /> programmatic requirements which are repeated in the annual subrecipient agreements. <br /> As a community participating in the Urban Hennepin County program,your city would not <br /> be eligible in FY 1997-99 to apply for grants under the small cities or state CDBG programs. <br /> Your community will automatically participate in the Hennepin County HOME program <br /> and will not be eligible to receive HOME funds through the state or other consortiums. <br /> St. Anthony is considered a split place by HUD since the city is located in two urban <br /> counties,Hennepin and Ramsey.
