• Preliminary Draft-Implementation Plan for Responding to Flooding
Problems in the City of St.Anthony
WSB Project No. 1065.10
December 12, 199 7
Page 2
• Increasing the utility fee in the above manner would generate approximately
$165,000 annually.
• This increase in utility fee is not adequate to allow for the implementation of the
program outlined within the WSB report and assumes outside funding needed.
• As can be observed in later tasks, if outside funding for these activities can not be
secured to the extent needed, task 6 anticipates an additional increase in storm water
utility fees in the year 2001. If outside funding can be secured to the desired level
between now and 2001, the fee would not need to be increased.
• This option makes available a time period over which grant funding can be solicited.
Task 2 -Establish Flood Proofing Grant Program
• As part of this task a Flood Proofing Grant Program would be established with$50,000 to$100,000
made available annually to implement flood proofing projects. This grant program is recommended
to be implemented in the following way and for the following reasons:
• It is recommended the Flood Proofing Grant Program fund projects that would be
paid for with 65% City funds, and 35%homeowner funds. This ratio is consistent
with that used in city street reconstruction work.
• Property owners can submit applications to the City through a competitive
application process. Applications could be submitted by April 1, 1998 and approved
by May 15, 1998 for construction in the summer of 1998.
• Grant applications would be reviewed and prioritized based on amount of damage
received in the `97 storm, frequency of flood occurrence, cost benefit ratio for
proposed project, and total cost of the project. (Lower cost projects would receive
higher consideration).
• A grant application package including directions would be prepared and made
available to homeowners wishing to submit such applications.
• Grant applications could be solicited to fund flood proofing improvements that were
• constructed since July 1, 1997, provided the work that was undertaken received
approval through the City building permit process.
F•I WPWIM 1063.10112119-.mc=
