DEC-20-97 SAT 11 :07 AM BARBARA ARNEY 6129202466 P. 02 <br /> • <br /> St, Anthony Goal Setting Retreat <br /> PROPOSAL <br /> EXECUTIVE SUMMARY <br /> The election of two new members of the Council provides an excellent opportunity for <br /> a Goal Setting Retreat to Jay a firm foundation for the direction of the city and how the <br /> staff and Council will work together over the next two years. It also provides a unique <br /> opportunity away from the formal decision making venue where the Council can get <br /> acquainted to discuss and agree upon operating procedures for how they will work <br /> together. This proposal recommends kicking off the Retreat with time for the Council <br /> and City Manager to meet to agree on their operating framework. Once this has been <br /> accomplished, the Staff can join to build the larger team and set direction for the City. <br /> Goals of Retreat include: <br /> 1. Establish open communication among Council and Staff. <br /> 2. Agreement on role expectations for Council and Staff <br /> 3. Establish clear ground rules for processes and,procedures for how Council and <br /> Staff will work together. <br /> 4. Evaluate accomplishments of past two years and identify factors for success. <br /> • 5. Identify critical challenges facing the City <br /> 6. Develop an action plan to address those issues <br /> WORK PLAN <br /> Following approval of the proposal: <br /> 1. Consultant will conduct phone or in person interviews with staff and Council to <br /> discuss the following issues: <br /> a. What do you see as the current strengths of staff /council teamwork? <br /> b. What are the barriers /potential barriers to effective teamwork? <br /> c. What do you see as the three most challenging issues facing the City? <br /> d. What hopes/expectations do you have for the Retreat? <br /> 2. Consultant will summarize data and develop a more specific agenda based on the <br /> current Issues. <br /> 3. Consultant will facilitate Strategic Planning /Team building session. <br /> 4. Consultant will provide a written summary of the proceedings. <br /> COSTS <br /> • The cost of the Goal Setting Retreat is $2800 Inclusive of planning time, preparation, <br /> Interviews, and summary document. Direct expenses for hotel and possible team <br /> building tools are not Included. <br />
