ROLL CALL. <br /> 8 Councilmembers Present: Ranallo, Marks, Enrooth, Wagner, Faust. <br /> 9 Also present: Michael Mornson, City Manager; Kim Moore-Sykes, Management <br /> 10 Assistant; Dick Enrooth, Police Chief; Dick Johnson, Fire Chief; Roger Larson, <br /> 11 Finance Director; Mike Larson, Liquor Operations Manager; Greg Schmit, Building <br /> 12 Inspector. <br /> 13 The City Manager introduced the City's new Building Inspector, Greg Schmit. <br /> 14 111. DISCUSS AND REVIEW 1998 BUDGET AND TAX INFORMATION WITH <br /> 15 CITY STAFF. <br /> 16 The Mayor commented on the City's valuation. He reported that St. Anthony will <br /> 17 have an estimated levy of 2.4% and a City budget increase of 3.6%. He indicated <br /> 18 that this increase is due partly to cost of living increases built into union contracts and <br /> 19 a significant increase in health insurance costs. The Mayor explained that the <br /> 9difference between the levy and budget will be made up with funds from the reserves. <br /> 21 The City Manager summarized General Fund highlights. The City Manager reported <br /> 22 significant increases to line items for Elections, which increased because there will be <br /> 23 two elections in 1998; and City Hall/ Community Center, which proved to be more <br /> 24 expensive to maintain than originally projected. The City Manager reported that one <br /> 25 important reason for the increase in City Hall maintenance is that the new building is <br /> 26 being used more that the old building. He indicated that these line items went above <br /> 27 3% in increases; most of the other line item increases were at or below 3%. <br /> 28 The City Manager discussed how property tax rate is determined. He indicated that <br /> 29 once the property class rates and levels of state funding are set, then unfunded <br /> 30 mandates, county assessments and tax levels of other taxing districts taken into <br /> 31 account. He said this year's rate for St. Anthony will increase 2.826%. The City <br /> 32 Manager reported that a portion of this rate increase is the result of an overall drop of <br /> 33 16% for Hennepin County commercial tax capacity and a 16% drop as well for <br /> 34 apartment tax capacity. He said this translates into a shifting of the tax burden to <br /> 35 residential homeowners. But he reported a positive impact to homeowners in that the <br /> 36 state has increased state aid to school districts, decreasing the amount taxpayers pay <br /> 37 to the schools. <br /> 00, <br /> The Finance Director discussed the proposed City Tax Rate and what contributed to <br /> the 2.8% increase. He cited the drop in commercial and apartment rates as the cause <br /> for the significant change in the tax rate. <br /> 41 The City Manager reported on what residents will get for their tax dollars. <br />
