' <br /> WSB & Associates,Inc. <br /> Date: February 24, 1998 <br /> Re: Recommendation for City of St.Anthony Grant Program for Gate/Check Valve <br /> Installation <br /> WSB Project No. 1065.10 <br /> As you requested, we have looked into the City providing a grant program for check/gate valve <br /> • installation on the sanitary sewer system in regard to the sanitary backup problems experienced in <br /> the July 1, 1997 storm. It is our recommendation that the grant program for the check/gate valve <br /> installation not be undertaken at this time for the following reasons: <br /> • The City is currently undertaking a sump pump inspection program which may provide <br /> significant relief to homes that flooded in July. Upon completion of the sump pump <br /> inspection program, we should be able to determine if the enforcement of the sump pump <br /> ordinance will have a significant impact on the sanitary sewer flow and whether the flow <br /> reduction will reduce the potential for sanitary sewer backups. <br /> • Check valves need to be maintained periodically in order to perform effectively. It has been <br /> our experience in the past that check valves are not always properly maintained and may not <br /> provide the protection that residents had thought was guaranteed to them. <br /> • Gate valves are very effective in reducing reverse flow from the city sanitary sewer system <br /> into residents' homes, although the homeowner must be present to close the valve in order <br /> for it to work effectively. <br /> • The installation of gate/check valves at low points may protect those who flooded in July, <br /> however, in the next storm,the pressure in the sanitary system would need to be released at <br /> another point,which could be their neighbors who have never had sanitary backup problems <br /> in the past.
