JOINT COUNCIL/PLANNING COMMISSION WORK SESSION <br /> March 4, 1998 <br /> 7:00 p.m. <br /> Discussion Items <br /> Past Actions: <br /> 1. What is the Council's thinking on future signage variances in the Apache <br /> redevelopment? <br /> Currently, the Apache Plaza has a comprehensive sign plan on file with the City <br /> of St. Anthony. Consideration of additional signs outside the parameters of the <br /> sign plan has been dealt with on a case by case basis. <br /> 2. How does the Council feel about continued higher-density residential <br /> redevelopment? <br /> City understands the concerns presented by the Planning Commissioners <br /> regarding the need to balance life-cycle housing, housing density and tax base <br /> issues. As these issues arise and whenever possible, the City Council will keep <br /> the Planning Commission informed of changes and respond to concerns. <br /> 3. Has the Planning Commission been setting proper expectations with <br /> • variance and conditional use applicants? <br /> Currently, process is working very well and the Planning Commission's <br /> handling of these applications has been appropriate. <br /> Future Actions: <br /> 1. What role should the Planning Commission play in potential redevelopment <br /> actions, e.g., Apache Plaza, St. Anthony Shopping Center, West Kenzie <br /> Terrace? <br /> The Planning Commission's role becomes more defined as the project is more <br /> defined. Some projects are necessarily sensitive and information is withheld <br /> until the developer is ready to go public with it. <br /> 2. Is there a project threshold or geographic area where the Council will take <br /> the lead on development or redevelopment actions? <br /> Mostly, those projects where TIF is being requested will be handled by the City <br /> Council and the City Manager until all negotiations with the developers are <br /> concluded. <br /> 3. What role should the Planning Commission play in enforcing housing <br /> codes? <br /> The Planning Commission's main role on this issue is to assist the City Council <br /> with recommendations regarding changes to the Ordinance that would assist <br /> • Staff's efforts with enforcement. <br />
