3 <br /> • Subd. 6. Hardship. The inability of the seller to make the required repairs, <br /> including but not limited to economic circumstances, illness, death, weather, or <br /> other unforeseen events. <br /> Subd. 7. Immediate Hazard. A condition or defect which is likely to cause <br /> injury to a person or property if not corrected. <br /> Subd. 8. Licensing Requirements. A private housing inspector contracted to do <br /> business in the City of St. Anthony must first comply with licensing <br /> requirements as stated in Section 500 of the City Code. <br /> Subd. 9. Mobile Home. Any vehicle which is designed, constructed, and <br /> equipped for use as a dwelling place, living abode, or living quarters and having <br /> no foundation other than wheels, blocks, jacks, or skirting. <br /> Subd. 10. Owner's Agent. A person who acts for or has the power or authority <br /> to act for the owner of a dwelling. <br /> Subd. 11. Sale. The transfer of the title or possession of a dwelling whether or <br /> not absolute title is transferred. <br /> Subd. 12. Structure. Anything constructed, moved, or erected and the use of <br /> . which requires location on the ground or attached to something having a <br /> location on the ground, but excluding fences, sidewalks, retaining walls, and <br /> items of an ornamental or decorative nature. <br /> Subd. 13. Unit. A room or group of rooms in a multiple dwelling used or <br /> intended to be used as a residence by an individual, family, or other group <br /> maintaining a common household. <br /> Subd. 14. Vacant. A dwelling which is not occupied. <br /> 1306.03 Evaluation Report. <br /> Subd. 1. Requirement. Except as set forth in this Section, no single-family <br /> dwelling, two-family dwelling, mobile home, or a unit in a multiple-family <br /> dwelling located in the City may be voluntarily offered for sale or conveyed by <br /> deed or contract for deed until the owner or owner's agent has first applied for <br /> and secured a structure evaluation report prepared by a private housing inspector <br /> licensed by the City of St. Anthony to perform such inspections. A separate <br /> evaluation report shall be prepared for each dwelling or structure. <br /> No person shall offer for sale by exhibiting or showing a dwelling or structure <br /> • within the City without first having obtained an evaluation report and an <br /> inspection as described in this Section.
