3MEMO53-
MEMO
DATE: 02-25-99
TO: Mike Mornson
FROM: Chief Engstrom
SUB]ECT: Community Service Officer Vehicle
Our Dept. recently administratively forfeited a 1997 Ford F-150 4-wheel drive pickup
truck with a matching topper. The vehicle only has 11,000 miles, and is in excellent
condition. There is currently a$14,797 lien on the vehicle, which goes up by $3.18 per
day. I have been advised that the vehicle's retail value is close to $19,000.00.
The Police Dept. would have an option of converting this vehicle to our own use, but we
would have to pay off the lien. Since we recently received funding for two part-time
CSO's, we are in need of a specific vehicle for them to drive. (This truck would be an
ideal CSO vehicle.)
Our original plan was to convert one of our old squads, but obtaining a 4 wheel drive
pickup with a topper and 8' box, would most certainly be a much more versatile vehicle
for CSO purposes. Some of these purposes would be:
• Picking up bikes
• Hauling equipment and property
• Picking up animals
• Transporting firearms supplies
• Hauling temporary stopsigns and traffic cones
• Use in extreme weather conditions by sworn officers
It should be noted that the truck and topper are both dark blue, which would only require
the vehicle to be striped(which would be a cost also associated with using an old squad).
This vehicle would come to us at a premium value. Some of the costs associated with its
purchase can be defrayed by the sale of two old squads and other administratively
forfeited vehicles soon to be sold at auction. We also have some funds available in the
Forfeiture Account, which could be utilized for this endeavor.
