3CT <br /> STAFF REPORT <br /> To: Michael Morrison, City Manager <br /> From: Kim Moore-Sykes, Management Assistant <br /> Date: August 24, 1999 <br /> Subject: 1999 Livable Communities Act Status <br /> In 1995, Staff worked with the Metropolitan Council to establish a housing action plan for the <br /> City of St. Anthony in order to comply with legislation that encourages municipalities to <br /> achieve and maintain livability and affordability goals for their individual communities. The <br /> Met Council provided each community with benchmarks for these goals and St. Anthony was <br /> determined to have met or exceeded these established livability and affordability goals. <br /> As an incentive for adopting a housing action plan and supporting the Livable Communities <br /> Act, the City became eligible for loans and grants from the Livable Communities Act Fund <br /> that was established to support a city's efforts to maintain its housing goals. St. Anthony also <br /> became eligible for funds from the Department of Trade and Economic Development to <br /> . clean up certain polluted sites that might exist in the community. If the City should decide <br /> not to continue its participation in this program, the City will no longer be eligible for any <br /> funds associated with the Livable Communities Act. <br /> Again this year, the City is not required to expend any funds for Affordable and Life-cycle <br /> Housing Opportunities Amount (ALHOA) because the City continues to meet and maintain <br /> its housing goals. ALHOA expenditures are required for those communities who do not <br /> meet their housing goals. <br /> Since this commitment is required to be renewed annually by each city, attached is a <br /> resolution for the Council's consideration. <br />
