RESOLUTION NO. 65-041 <br /> RESOLUTION OPPOSING CHANGE IN THE <br /> ADMINISTRATION OF DIRECT RELIEF IN HENNEPIN COUNTY <br /> • WHEREAS, since Hennepin County was first organized, direct <br /> relief has been administered under what is known as the Township <br /> System; and <br /> UHEREAS, since at least 1938 thirty-eight of the municipalities <br /> located in rural Hennepin County have administered direct relief under <br /> a system of contract whereby these municipalities have employed and <br /> maintained two central offices with trained personnel which conducts <br /> thorough investigations and aministers relief according to standards <br /> approved by the State of Minnesota; and <br /> WHEREAS , under this system in rural Hennepin County, direct <br /> relief has been administered ably, well and satisfactorily and at a <br /> cost which is far less than that which would have been necessarily <br /> expanded under a County System; and <br /> UHEREAS, the administration of such relief in Hennepin County <br /> is not fragmented and has been at all times administered in a humane, <br /> efficient and intelligent manner; and <br /> 0HEREAS , it is now proposed that the legislature of the State <br /> of Minnesota enact legislation abolishing the above system of adminis- <br /> tration of relief and institute and establish a County System, and <br /> V!HEREAS , such a change is unnecessary, undesirable and costly <br /> and expensive. <br /> NOU THEREFORE, BE IT HEREBY RESOLVED by the Village Council of <br /> the Village of St. Anthony that said Village of St.Anthony is opposed <br /> to the enactment of any legislation which will change the incidence of <br /> payment for direct relief expenditures, other than the various <br /> categorical aids, from the municipality wherein the relief recipient <br /> resides; and <br /> BE IT FURTHER RESOLVED, that a copy of this resolution be <br /> transmitted to the State Senators and the Members of the House of <br /> Representatives of the Legislature of the State of Minnesota, who are <br /> elected from and represent rural Hennepin County. <br /> ADOPTED by the Village Council of the Village of St.Anthony <br /> this 27th day of April 1965. <br /> t <br /> YO <br /> At tes s <br /> cZ <br /> Clerk anager <br />
